Kuler is a Flash-based web app from Adobe that lets you create color theory rule-based themes and download them for use in their Creative Suite 2 applications like Photoshop. If you register a free account, you can then save the themes you create for others to download, rate themes from other users and comment on any theme.Check me out: go to the site and search for "donald.agarrat" to see all my yummy creations.
